ECO-III Project Status and Accomplishments at a Glance (as on March 2010)
 
1.  Implementation of Energy Conservation Building Code (ECBC)
Implementation and Documentation Support
 
  • ECBC Tip Sheet on Building Envelope, Lighting, HVAC, Energy Simulation. More than 8,000 copies of the Tip Sheets have been printed for distribution to the concerned stakeholders.
  • Glazing Design and Selection, Lighting Design, and Cool Roof Application Guide have been developed and are being disseminated through ECO-III web site.
  • Launch of ECBC User Guide. Printed 5,000 copies of the Guide for distribution to the concerned stakeholders.
  • ECBC Implementation Roadmap and Compliance Framework being developed.
    • Conducted a 2-day workshop titled “Network for Energy Efficiency in the Building Sector – Standards, Education and Information Technology”, with widespread stakeholder participation, in February 2010, in collaboration with Renewable Energy and Energy Efficiency Partnership (REEEP) and Technical University of Vienna (TUV) to further develop Implementation Roadmap and Compliance Framework.
  • Developed ECBC 2007 (Revised version, May 2008)
  • Developing the ECBC Compliance Check Tool in partnership with BEE and PNNL.
Awareness and Training Workshops on ECBC
 
  • Organized four ECBC Awareness workshops (New Delhi, Chandigarh, Vadodara and Pune with BEE, PEDA, GEDA and MEDA). BEE and other organizations are using the materials prepared for the workshops to create ECBC awareness at the national level.
  • A set of five-lecture ECBC professional training materials developed for energy efficiency professionals from the ECBC Tip Sheets.
  • A standardized ECBC training program with an ECBC Proficiency test is under development.
  • Number of concerned professionals/officials trained on ECBC: 1,000 (approx.)
Capacity Building on Energy Modeling & Simulation
 
  • Organized five series of energy modeling awareness workshops and five energy modeling training workshops in association with Asia Pacific Partnership to directly address a capacity crunch in the area of energy modeling of buildings.
  • Helped establish International Building Performance Simulation Association-India chapter, launched on January 31, 2009, to raise the awareness and expertise of building simulation professionals.
  • Working with BEE, Indian Society of Heating Refrigerating and Air-Conditioning Engineers (ISHRAE), Center for Environmental Planning and Technology (CEPT), and US Department of Energy to update and improve the quality of the weather files for 107 Indian cities to be used in energy modeling programs (EnergyPlus and DOE2).
  • Developed a comprehensive whole building performance compliance approach and providing a “how to” guidance for energy simulation community to show ECBC compliance.
  • Highlighted Equipment Power Density (7 W/ft2 vs. an international average of 2 W/ft2) issue and its impact on infrastructure and addressing it on a national level.
2.  Establishment of Regional Energy Efficiency Centers (REECs)
The Project is supporting the establishment of three REECs (CEPT for Energy Efficiency in Buildings, WBREDA for Energy Efficiency in Appliances and SEE-Tech for Energy Efficiency in small industrial furnaces) through a combination of Grant and Technical Assistance support.
IRG has signed separate Fixed Obligation Grant (FOG) Agreement with See-Tech and CEPT to support them in the procurement and establishment of equipment and facilities for REECs. Key milestones and deliverables have been identified for disbursement of the Grant in stages.
CEPT has been able to raise approx. $1 million including additional financial support from the Ministry of New and Renewable Energy, Government of Gujarat, Glazing Council of India to support REEC’s vision and mission and to help build the center on CEPT campus.
CEPT has identified site for constructing a new building for REEC on their campus. Ground Breaking Ceremony was held on March 13, 2010. ECO-III is helping CEPT design a “low-energy” building.
CEPT has started procuring, installing and commissioning equipment for building performance testing.
Developed the business plan for the REECs at CEPT and See-TECH.
ECO-III project is helping WBREDA design a “low-energy” Regional Energy Efficiency Center to showcase best energy-efficient appliances in a warm and humid climate.
WBREDA has received grant assistance of Rs. 2 million from the West Bengal Government to establish REEC for Home Appliances.
WBREDA has identified site for constructing building for REEC at Energy Education Park, Foundation Day ceremony held on December 14, 2009.
Printed 1,000 copies of Brochure on REEC for Home Appliances, developed in collaboration with WBREDA, as part of ongoing technical assistance.
Printed 1,000 copies of Energy Efficiency Guides, developed in collaboration with WBREDA, as part of ongoing technical assistance, on energy-efficient room air-conditioners, energy-efficient home refrigerators and energy-efficient ceiling fans; for raising awareness in the domestic sector on energy efficiency.
Construction of REEC building by See Tech from its own resources, housing model furnaces and training center is completed – furnaces and equipment are being installed and commissioned.
 
3.  Improving Energy Efficiency in Existing Buildings and Municipalities
Conceived a commercial building end-use energy benchmarking initiative in partnership with the Bureau of Energy Efficiency. A national star-rating program for commercial buildings was launched for office Buildings by Ministry of Power, Govt of India on Feb 28, 2009. A comprehensive analysis using energy consumption data from 1,000 buildings has been performed to characterize the Indian commercial building sector for the first time. An online benchmarking tool is being developed to enable users to compare the energy performance of their building against a defined peer group.
An Energy Assessment Guide for Commercial Buildings has been prepared and is being used to perform energy audits in 400 public sector buildings under a new BEE initiative. Introduced consistency and quality assurance and provided guidance on the suitability of energy audits.
Providing technical assistance to Gujarat Urban Development Company (GUDC) for improving energy efficiency in street lighting and water pumping facilities in Urban Local Bodies (ULBs) of Gujarat in the largest municipal project conceived in India.
 
  • Assisted GUDC in developing:
    • Expression of Interest from the ESCOs in implementing performance contracting;
    • Request for Proposal and Evaluation Criteria for selection of energy auditors;
    • Technical evaluation of the suggested Energy efficiency Measures for Street Lighting and Water Pumping;
    • Energy Service Performance Contract for undertaking energy efficiency measures for street lighting and water pumping;
    • Request for Proposals and Evaluation Criteria for 3rd Party M&V Agencies
    • Agreements for Trust and Retention Accounts (TRA) and Escrow accounts for smooth operation of energy performance contracts;
  • Assisted GUDC in the selection ESCOs for taking up investment grade audits in ULBs to facilitate implementation of ECMs.
  • This project has become the basis of a national energy efficiency program in municipalities that has been launched by the BEE.
  • GUDC has signed a MOU with Power Trading Corporation for financing up to $ 65 million.
Completed six action-oriented energy audits in Government hospitals in Gujarat (Baroda, Surat, Bhavnagar, Jamnagar, and Rajkot) in collaboration with GEDA and Public Implementation Unit (PIU) Department of Health And Family Welfare.
Energy Efficiency in Hospitals – Best Practice Guide was prepared and released by BEE on March 4, 2009. This is being circulated to over 100 hospitals in India. This activity will be followed up by additional efforts for i) energy base-lining in Hospitals ii) a national workshop for exchange of ideas and experiences among administrators, engineers and professionals in the allied field.
Organized a workshop on Ensuring Global Competitiveness of Indian IT Sector by Improving Energy Efficiency of Indian Data Centers in Delhi on Jan 24, 2008 with support from Asia Pacific Partnership and Lawrence Berkeley National Laboratory (LBNL).
Organized a one day workshop on Best Practices for Energy Efficiency in Indian Data Centers on 17th March, 2009 in Bangalore in partnership with NASSCOM, LBNL and Infosys.
Developed a tip sheet on Data Center-Energy Efficiency in Buildings – 500 copies have been printed for distribution to the concerned stakeholders.
 
4. Education Curriculum
Procured and distributed “E Source Technology Atlas Series” (on Lighting, Cooling, Heating, Appliances and Drive Power) and “Window Systems for High Performance Buildings” to 35 organizations (educational institutes and non-profit organizations) in association with BEE;
Helped organize four APP funded awareness workshops (Indore, Kolkata, Roorkee and Lucknow) and three training workshops (Delhi, Chennai, and Mumbai) on Energy Simulation for practicing architects and building consultants in partnership with CEPT, IIIT, MNIT, and ISHRAE.
Developing two courses in the field of Building Science and Energy Modeling for the capacity of architectural students, as a long-term strategy
Distributed 18 licenses of DesignBuilder software (Cutting edge energy simulation tool) to architectural and engineering institutions in India.
Facilitated organization of a “Train the Trainer” Training Program in January 2009 in partnership with Asia Pacific Partnership, BEE, and National Institute for Advanced Studies in Architecture where 19 faculty members from India’s leading architectural and engineering colleges participated. The objective was to provide detailed guidance on the topic of ECBC, building physics, energy modeling/simulation so that they can start to incorporate these topics in their teaching materials.
Facilitated organization of a Building Physics and Energy Simulation workshop in partnership with Technical University of Vienna, held at IIT Roorkee in January 2010 as a follow up to the 2009 workshop. 89 students and 8 faculty members from 9 of India’s leading architectural and engineering colleges participated.
In partnership with REEEP and TUV, conducted a 2-day workshop titled “Network for Energy Efficiency in the Building Sector – Standards, Education and Information Technology”, with participation from various stakeholders, with the aim of developing a roadmap for capacity building for energy efficiency.
Organized Building Energy Simulation Software Installation and Awareness workshops at eight institutes in India.
5. Establishment of an energy efficiency organization to facilitate improved policy making and active involvement of other stakeholders
Drafted a report on Promoting Delivery of Energy Efficiency Services in India.
Supported the formation of a new organization “Alliance for Energy Efficient Economy (AEEE)” to promote energy efficiency among industries and households. AEEE, modeled on the lines of the American Council for an Energy Efficient Economy (ACEEE) and Alliance to Save Energy (ASE), aims to save 2,000 MW in India by 2012 through energy efficiency practices.
Closely interacting with AEEE for conceiving useful activities related to:
 
  1. Training and Certification for Measurement & Verification (M&V)
  2. DSM and E-M&V Capacity Building for Regulators and Utility Companies
  3. Energy Efficiency Policy Dialogue with Legislators
  4. Energy Efficiency Policy Conference
Helped organize the first Efficiency Valuation Organization (EVO) conducted Measurement and Verification (M&V) Awareness Seminar in June 2008 at New Delhi. Subsequently. Two more Level-II M&V training workshops were organized in Mumbai and Bangalore in partnership with EVO and AEEE.
Helped organize the first IPMVP Level-III Training and CMVP Examination from 19th-21st November, 2009 at New Delhi in partnership with EVO and AEEE.
Organized a Roundtable on the “Role of M&V in Implementing and Evaluating Energy Efficiency Programs at the National and State Level” on November 13, 2009 at New Delhi in association with AEEE.
 
6.  Energy Conservation Action Plan (ECAP) for Gujarat and Punjab
Developed ECAP for Gujarat and Punjab for the year 2007-08 and 5-year ECAP for 2007-12.
Developed ECAP strategy and 5-year implementation roadmap on a Public Private Partnership Model for Gujarat and Punjab.
 
7.  Improving Energy Efficiency in Small and Medium Enterprises (SMEs)
Developed SME Cluster Analysis for: Textile Units (Ludhiana and Ahmedabad); Cross-Cutting Technologies (Ahmedabad); Steel Re-Rolling Mills (Mandi Gobindgarh); Conducted Pre- Investigative Studies in four clusters, Pre-Feasibility Studies of three Steel Re-Rolling Mills and three Investment Grade Proposals (for Ludhiana and Ahmedabad clusters) were completed.
A Business Model has evolved as a follow up of the studies for propagating Cross Cutting Technologies (at Vatva, Ahmedabad). Key stake holders include Vatva Industry Association,Equipment suppliers, GEDA and NPC. A series of events (review meetings, workshops, and exhibitions) were organized with active support of the association and equipment suppliers.
Prepared the report “Implementation of Energy Efficiency in SME Clusters” highlighting ECO-IIIexperiences in four SME clusters and suggestions emanating from the same.
Working with the World Bank to dovetail findings of this activity and the implementation model with the WB/GEF supported program for the SME sector.
Developed SME Case Study based on the lessons learned from implementing energy efficiency in Small and Medium Enterprises (SMEs).
 
8.  Utility-Driven DSM Program
The Project is working with LBNL to develop Regulatory Commission funded DSM program to be implemented by Discoms in Maharashtra and Delhi. The project plans to provide M&V and program evaluation capacity building efforts to maintain the integrity of the pilot programs.
Conducted a study to develop a Roadmap for Utility Driven Energy Conservation and DSM Programs in Gujarat. The focus of this study is to develop Conservation Supply curves for three quick win DSM measures (CFLs, Window/split AC, and Refrigerators) and help Gujarat Electricity Regulatory Commission and Gujarat Utilities to launch state-wide DSM programs.
Conducting a “first of its kind” Load Research survey in Gujarat in partnership with IIM Ahmedabad by collecting primary data on the patterns of energy use in the residential and commercial sector.
 
9.  Outreach and Awareness Activities
Organized a study tour (July – August 2008) to US for five government officials with the objectives to make Indian energy efficiency professionals (Central and State Government policy makers and implementers) aware of energy efficiency policy and programs at the federal and state levels in the US, and also learn about building energy efficiency technology and research programs that support energy efficiency policy at the federal and state levels.
Organized a Talk on sharing The California Experiences in Energy Efficiency especially the White Roof Technologies by Arthur H. Rosenfeld, Commissioner, and California Energy Commission at American Center, and New Delhi on March 4, 2009. Dr. Rosenfeld was joined by Ms. Dian Grueneich, Commissioner of the California Public Utilities Commission to exchange the experiences of successful implementation regulatory and policy framework.
Working with US Department of State and US Department of Energy (through Asia Pacific Partnership), Lawrence Berkeley National Laboratory, Technical University of Vienna, Renewable Energy and Energy Efficiency Partnership (REEEP), the World Bank, Climate Works Foundation, Natural Resources Defense Council (NRDC) to leverage ongoing ECO-III activities in the broadest possible manner — DSM Program, Educational Curriculum enhancement, Data Center activity, SME sector activity and Regional Energy Efficiency Centers.
Developed and maintaining the project web site (www.eco3.org) that provides a comprehensive overview of the project and offers downloadable technical resources being developed under the project; Developed eight posters highlighting various ECO-III activities.
Organized a 2nd Study tour (Oct. 25-Nov. 05, 2009) to US for ten energy efficiency professionals from the public and private sectors, with the objective to provide information and awareness on market transformation programs and the various activities being conducted by energy efficiency centers in the US.
