Organized a roundtable on “Institutionalization of ECBC Training and Certification” in partnership with Bureau of Energy Efficiency on August 4, 2024 at New Delhi to discuss content, approach, procedure and other aspects related to institutionalization of ECBC Training and Certification program for users (design professionals, developers, etc.) and code compliance officials.

Description

The Bureau of Energy Efficiency (BEE) has been promoting the implementation of the Energy Conservation Building Code (ECBC) through several capacity building programs. In collaboration with ECO-III Project, BEE has developed the ECBC User Guide and ECBC Tip Sheets for raising awareness among stakeholders on ECBC. Building on these efforts, there is a pressing need to institutionalize a training and certification program for users (design professionals, developers, etc.) and code compliance officials, to ensure that these constituents are conversant with ECBC.
The ECBC Standardized Training Package has been developed by the ECO-III under BEE’s guidance, to help expedite ECBC implementation. The training material has been developed with the help of several technical resources, including the ECBC Tip Sheets and ECBC User Guide. A number of illustrations and tables have been included to illustrate technical topics in an “easy to understand” manner. BEE formally launched this standardized training package on December 10, 2010.
The objective of the training package is to enhance ECBC awareness, provide administrative and technical guidance towards code compliance, help understand the technical basis of ECBC requirements and introduce the participants to other useful resources. The package includes following nine modules;

  1. ECBC Awareness: A brief introduction to the background and development of ECBC and its significance in terms of energy savings.
  2. ECBC Scope & Administration: An overview of the scope as well as the various compliance approaches.
  3. Building Envelope
  4. Heating, Ventilation and Air conditioning
  5. Service Hot Water and Pumping
  6. Lighting
  7. Electrical power
  8. ECBC Compliance: The module discusses the compliance procedure and requirements (documents)
  9. Building Physics

In partnership with Bureau of Energy Efficiency (BEE) and CEPT University, Ahmedabad, USAID ECO-III Project (ECO-III) organized a one-day Roundtable on “Net Zero Energy Buildings: Concept to Completion” on 7 July at CEPT, Ahmedabad.
ECO-III is currently working on a program for Net Zero Energy Buildings (NZEB) in India with an objective to assist architects, designers, developers, technology manufacturers and government direct their efforts and resources over the next five to ten years so that there is a compelling case for designing and developing all new buildings in the foreseeable future as NZEBs. The program has the following components:

  • NZEB Strategy Roadmap,
  • NZEB Pilot Project for technology demonstration,
  • Dissemination of NZEB Design and construction process and benefits

With this in mind, ECO-III in partnership with Bureau of Energy Efficiency organized a one-day “Roundtable on Technologies for Net Zero Energy Buildings” on 25 May 2024 at New Delhi, whereby we engaged in discussions with industry partners (technology manufacturers) to seek their inputs on developing this program.
In continuation of these efforts and as a next step in this direction, this Roundtable on “Net Zero Energy Buildings: Concept to Completion” was organized on 7 July at Ahmedabad.

Objective

The objective of the Roundtable was to engage architects, engineers and building developers for their active involvement in the development of an NZEB paradigm in India, and get actively associated with ‘Net Zero Energy Buildings Program’.

Description

This training program, organized in partnership with AEEE, was aimed at providing an opportunity for Indian energy professionals to undertake the Level 3 CMVP training and certification test so as to qualify for an internationally recognized credential in the field of energy efficiency. Around 24 participants were present and the CMVP Exam was taken by 18 candidates from reputed companies.

The CMVP certification programme aims at providing a robust understanding of advanced M&V techniques for enabling enterprises and high intensity energy users to optimize their energy efficiency, with emphasis on the uniqueness of each project and its M&V plans. Measurement and Verification skills are integral to various energy efficiency programmes in India:

  • M&V is a key component of LEED, GRIHA and other third party rating systems for buildings.
  • The Perform, Achieve and Trade (PAT) scheme under National Mission on Enhanced Energy Efficiency (NMEEE) requires mutually agreed upon M&V to determine energy consumption reduction achieved (or not) by designated industries.
  • Energy Savings Certificates or ECerts will be issued after verification of M&V plans and processes.
  • Government’s EE programmes launched through BEE envisage the use of M&V where ESCOs are involved, including but not limited to energy conservation in Municipalities, Government Buildings etc.

ECO-III is currently working on an initiative to promote a program for Net Zero Energy Buildings (NZEB) in India with an objective to assist stakeholders, including policymakers, to direct efforts and resources over the next five to ten years, so that these could facilitate the development of a NZEB paradigm for the country. At the heart of NZEB approach is a super-efficient building that can meet all its energy requirements from locally available renewable energy sources. The effective promotion of NZEB concept in India will involve the development of new policies and the acceleration of adoption of some key technologies, so as to bring about a significant change in the way energy is used in commercial buildings.

Objective

The key objective of the roundtable was to engage technology manufacturers, to solicit their inputs and their active involvement in the development of an NZEB paradigm in India. The manufacturers were asked to provide information on their cutting-edge technology offerings, including technical details and cost effectiveness, as well as to highlight opportunities and barriers towards their actual application for NZEBs. The proceedings of the roundtable will facilitate ECO-III in the formulation of an “NZEB Strategy Roadmap for India”.

AEEE is an Affiliate of Efficiency Valuation Organization (EVO) and conducts M&V and IPMVP Seminars on a monthly basis in different cities and CMVP Certification once in 6 months in different regions in India. AEEE, in partnership with EVO organised the next M&V and IPMVP Familiarization Workshop in Pune on 21st April 2011. The Workshop was hosted by SKF India Ltd at the SKF College Campus, Chinchwad, Pune.

Objective

The objective of the programme was to provide a conceptual and in-depth understanding to engineers and managers about the Measurement & Verification (M&V) of energy and cost savings, resulting from the implementation of energy efficiency projects.
Mr. Saket Sarraf, Principal, ps Collective, an ECO-III partner, made a presentation on Benchmarking tools for energy efficiency to support M&V. The workshop also had interactive participation involving case studies, along with introspection by sharing real time project examples and experiences.
The programme was specifically relevant to the Companies participating in the PAT Scheme of the Bureau of Energy Efficiency, Govt. of India. M&V Protocol and systems are part of the essential skill-set for the Designated Consumers – the large-scale industries - for baseline preparation, target-setting and Monitoring, Reporting and Verification (MRV) of energy savings under PAT (See: http://www.bee-dsm.in/Tools_4.aspx). Session 1: Visions for India’s Data Center Efficiency Initiative: A Public/Private Partnership

Session Abstract:

To meet the current and future challenges of data center industry and identify opportunities, the U.S. Department of Energy’s (DOE) Lawrence Berkeley National Laboratory (LBNL), with assistance from the U.S. Agency for International Development (USAID) Energy Conservation and Commercialization (ECO-III) project and Infosys Technologies, hosted two full-day focus group workshops in September 2010 with Indian data center industry and stakeholder experts.

The key objectives of both these workshops were to:

  • Update on current US and India data center research and development at LBNL.
  • Evaluate and take stock of data center efficiency activities since 2008, what was accomplished, and what remains to be done.
  • Reassess current challenges to energy efficiency in Indian data centers.
  • Identify potential actions to overcome those challenges.
  • Refine data center energy efficiency goals and prioritize plans for going forward.

This session will summarize the findings for data center energy efficiency initiative and engage the key stakeholders in an interactive discussion.

Session 2: Emerging Data Center Energy Efficiency Technologies and Applications

Session Abstract:

The energy consumption in data centers is growing significantly. The increased growth in data center industry and rising energy prices adds a significant burden on the operating costs of data centers and challenges to the sustainable growth of developing countries such as India. While the impact of data center energy in India is yet to be quantified, the exponential growth of software and services businesses indicate that the challenges to the data center industry and opportunities for its energy efficiency need a closer look.

This session will summarize few emerging data center energy efficiency technologies and sustainability measures that intend to provide a pathway to alleviate the energy challenges.

Workshop on Launch of ECBC Implementation Resources – “ECBC Conformance Check Tool - ECOnirman and ECBC Professional Training Modules” (10 December 2024), New Delhi

Description: The Government of India under the provision of the Energy Conservation Act, 2001 launched Energy Conservation Building Code (ECBC) in May 2007 for its voluntary adoption in the country. Since then Bureau of Energy Efficiency (BEE) has been promoting the implementation of ECBC through several capacity building programs. USAID supported ECO-III Project has been working closely with BEE in these initiatives, and has developed ECBC User Guide and ECBC Tip Sheets for raising awareness among stakeholders on ECBC. During these capacity building efforts, a strong need has been felt to assist architects and engineers at the design stage so that they are able to assess the performance of their proposed buildings with respect to ECBC and accordingly facilitate design improvements. With this objective, ECO-III Project in consultation with BEE, has conceived the development of ECOnirman, an online ECBC Conformance Check Tool.
ECOnirman has been designed for assessing the conformance of commercial buildings, which fall under the purview of ECBC. It covers all commercial buildings having an electrical connected load of more than 100 kW or contract demand of 120 kVA (the amended threshold values for ECBC compliance).
