The Energy Conservation Act of 2001 supports various promotional measures to enhance energy efficiency in India. These include:
- Creation of public awareness on energy efficiency and dissemination of information
- Promotion of energy efficient equipment and devices
- Development of testing and certification procedures and facilities
- Supporting the implementation of pilot and demonstration projects
- Assistance to institutions promoting energy efficiency
- Promotion of research and development
- Creation/delegation of agencies to implement national and state level programs on energy efficiency, etc.
Extensive institutional development is crucial for the successful implementation of energy efficiency programs in the country, covered under the Act. While government agencies are mandated to retain all policy and control functions of the Act, the aforementioned measures need to be performed by a variety of specialized public and private sector entities for achieving and sustaining energy efficiency in the country. Keeping this in perspective, ECO-III has been promoting institutional development in India by establishing three “Regional Energy Efficiency Centers”, and supporting the development of a newly formed institution -‘Alliance for an Energy Efficient Economy’ (AEEE).
