Building capacity at the state level is critical to ensure the effectiveness of any implementation and enforcement mechanism with regards to policy or program instruments. To this end, USAID ECO-III has been deeply engaged with State Level Programs including State Energy Conservation Action Plan (ECAP), Demand Side Management (DSM), Municipal Energy Efficiency Programs (MEEP) and Public Sector Building Audits.
Objective
To build capacity at the state level related to different facets of energy efficiency so as to ensure widespread adoption of energy efficient practices
Accomplishments
ECO-III activities in this regard have included:
- Technical, navigational and strategic assistance to Gujarat Energy Development Authority (GEDA) and Punjab Energy Development Authority (PEDA) in development of the state Energy Conservation Action Plans (ECAP). For each state, ECAPs have been completed along with 5-year implementation roadmaps
- Technical assistance to utility-led DSM initiatives, including development of a Roadmap for Utility Driven Energy Conservation and DSM Program in Gujarat as well as completion of a first-of-its-kind load research study on over 200 commercial and 400 residential customers all over Gujarat, to gain valuable insights that can be the basis of programmatic decision-making and policy design in the field of DSM.
- Technical, navigational, strategic and risk management assistance to Gujarat Urban Development Company (GUDC), towards design and implementation of a state-wide Municipal Energy Efficiency Program (MEEP) based on energy performance contracts for municipal street lighting and municipal water pumping for over 160 urban local bodies (ULBs).
- Technical assistance to Department of Health and Family Welfare, Government of Gujarat for implementing six action-oriented energy audits for government hospitals.
